All departments at the Nation’s Agricultural Development Cooperation (ADC) have been under acting leadership for the last three years and a half year.
Hot News has learnt that the cooperation’s Human resource manager has written to all Acting Heads informing them that they will no longer receive acting allowances from next month.
The heads have vowed to fight back.
Those affected are head of Technical Division Samuel Bundotich, Jonathan Keitany who has been acting as director of finance, the Acting Head of Business Development Division Dr. Shadrack Jirma, the Acting Head of Internal Audit Morris Andwati and the Acting Technical Manager, Strategy, Implementation, and Planning, Dr. Wilson Tonui.
Others are acting Senior Auditor Dominic Busienei, acting Internal Auditor Christabel Korir, Acting Senior Procurement Officer Wambui Kibue, Acting Chief Accountant, Gerald Karuga, and acting Complex Manager Suam Orchards Denis Gichana.
Still in acting capacity are acting Complex Manager,Nai Complex, Michael Mathenge and acting Regional Manager, Kitale Region, Edward Ojode.
All managers of all the ADC farms are serving on an acting capacity.
It is said that Mohammed Bulle,the current Acting Managing director has been influencing the Nick Salat led board to delay the picking of new heads since he fears his position will be taken over after attaining the retirement age of 60.
He is now 62-year-old after taking over from Richard Ayabei in 2019.
“Bulle is the one who has ensured that no substantial head is appointed. He is serving in an acting position. He wants everybody to act so that he stays longer,” said one of the senior personnel in Kitale who spoke on condition of anonymity for fear of victimization.
It is said the ADC board has been unable to convene a meeting to advertise the position of the MD and other departmental heads to allow Kenyans and other capable ADC staff to apply.
Those in acting positions have angrily reacted to the memo from the human resource stopping their allowances yet the positions have not been filled.
“How can they stop our allowances, yet the board has not picked the new heads of departments. They should absorb us in those positions through interviews, “said one of the acting managers.
