Several companies and individuals have written to the Inspector General of Police Hillary Mutyambai complaining of interference in land cases by Senior detective Geoffrey Kinyua.
Kinyua is the Head of lands Fraud Unit at DCI.
In t letters seen by Hot News, some of the complainants accuse the senior detective of cover up.
On 15th July 2020, businessman Francis Nyaga Njeru wrote to the Inspector General of Police complaining that Kinyua was interfering in an investigation on several parcels of land.
He said Kinyua was interfering in CR121/455/2019 and CF /No. 2144 of 2019.
Njeru told the IG that detective Kinyua refused to arrest suspects of fraud involved in the land grabbing saga.
He said he bought LR number 20273 in 2005 and placed a caretaker who was latter evicted by goons.
Njeru added that China Road and Bridges claimed ownership of the land and he dashed to court under ELC case number 766.
He said the two accused persons are Ahmed Rashid Ali and Jibril Mohamed.
“It took the intervention of the DCI himself who asked for a warrant of arrest to be obtained because he noted Geoffrey Kinyua was not keen to arrest the suspects he had investigated and found culpable,” he wrote to the IG.
“I established that the said Mr Kinyua had pocketed kshs 5,000,000 as a bribe to shield the accused from facing justice and actually the money was paid as a fee for his daughter abroad, let him deny the fact,” Njeru said.
Njeru asked the IG to act and reprimand the senior cop.
Another complainant is Hassan Khan of Sheik Zayed Children Welfare Center, Bombululu Mombasa.
Khan has written to the National Police Service in a letter received on August 10, 2020.
“Sometime in 2015, somebody by the name Mike Maina through a company called Pelican Construction and Engineering Company limited claimed our land in Nairobi Upper Hill area, LR NO 209/11552 thus our report to DCI Land Fraud Unit,” Khan said.
He said Chief Inspector Maloba and Inspector Obonyo of Land Fraid Unit have completed their investigations but were transferred.
Khan said detective Kinyua has the file and is trying to help Mike Maina.
“Mr Kinyua has on several occasions asked Chief Inspector Maloba to have investigations go in favor of Mike Maina. He has also tried persuading Mr Kamau of the Attorney Generals office who is handling our civil case to assist Mr Mike Maina to get this land,” Khan told the NPS.
Khan asked the NPS to come to their rescue.
Another resident Hassan Omar whose letter was received at the NPS on 20th July 2020 said that one Mr Yasar, a director at Paramount Bank who fraudulently colluded with his bank to have his title stolen from the Bank was called for statement recording at DCI Land Fraud office but the investigating officers were not allowed to see him.
“He was left to go and record his statement at home by Geoffrey Kinyua and the statement was later brought to Mr Kinyua who placed in in the investigation file,” Omar said.
He said Kinyua has interfered in the case and wants to bungle up investigations.
Another complaint is from Kaushik Manek, the director Manair limited.
Manek in his letter received at the IG’s office on 9th July 2020, said in 2018, Manair’s parcel of land L.R number 20274 IR number 63991 had wrongly been occupied by an unauthorized entity by the name Fleet Logistics Limited.
“We later learnt the company is associated with one Abdinasir Ali Hassan. The company fraudulently claimed ownership of the land and in turn leased the same to China Roads and Bridges Company (CRBC). This is in court ELC case 34 of 2018,” he said.
Manek said he visited Kinyua’s office to follow up on the matter and was assured of swift actions.
He said he was latter informed by the investigating officers that the report was completed in September 2019, but the information was apparently being suppressed.
“Mr Geoffrey Kinyua, the Head of lands Fraud Unit at DCI has evidently shown bias on this matter and against the facts- that Manair Limited legitimately owns this land. At this rate, we may never gain the rightful access and title back,” Manek lamented.
