National Assembly Speaker Moses Wetangula has gone to court seeking orders to quash the illegally employed Directors in the office of the Speaker.
Through Busia Senator Okiya Omtata, Wetangula said the Directors were employed by the Justin Muturi team.
“The illegal appointments are meant to suffocate the incoming Speaker Wetangula and interfere with his dispensation of duties,” Omtata said.
On 11th May 2022, the Parliamentary Service Commission advertised for the position of Director-Speakers Office National Assembly.
The job was PSC Job group 15.
The applicant’s duties and responsibilities are reporting to the Clerk of the National Assembly; the Director shall be responsible for the coordination of administrative activities in the Speaker’s office;
“Acting as the liaison person between the Speaker’s office and the rest of the parliamentary offices. Responsible for carrying out research, preparation of speeches, and overseeing travel and protocol arrangements in the Speaker’s office; and Responsible for preparation and review of correspondence and reports as directed by the Clerk of the National Assembly,” the advert read.
Among the requirements were that one must have served for a minimum of three (3) years at the level of Senior Clerk Assistant in parliament or in a comparable position in the public or Private Sector.
Be a holder of a Bachelor’s degree in social sciences or humanities or in a relevant field from a recognized institution and possess excellent written and oral communication skills.
In addition, one must have good interpersonal skills and a collaborative management style and have the ability to multi-task and work well under pressure.
“A master’s degree will be an added advantage,” the advert read.
It’s not clear how many other Directors are in the Speakers office.
This means that even if he is third in command in the Country, Wetangula has no chance to appoint even his Personal Assistant in Parliament.
“It’s a kin to forcing him to work with a PA seconded to him by former Speaker Justin Muturi,” said a source who requested anonymity.
