City MCAs have asked Governor Johnson Sakaja to dismiss his County Secretary Patrick Analo over incompetence and abuse of office.
They added that he has also been serving as acting County secretary for over six months – a violation of the constitution.
Kileleshwa MCA Robert Alai is leading the charge to oust Analo.
Analo is the substantive Chief Officer for Urban planning.
Alai alleged that Analo has flouted zoning policies and approved structures without community involvement.
He questioned why Governor Sakaja was tolerating such unlawful conduct and misuse of authority.
“The degradation of Nairobi’s environmental and ecological systems has been attributed to individuals wielding authority in acting capacities. According to Section 34 of the Public Service Commission Act, 2023, officers may serve in acting capacities for a maximum period of six months, but Analo seems to serve for eternity,”
Alai was speaking in the County Assembly of Nairobi.
He added that MCAs who question why zoning rules were being violated in the City are assaulted by goons sent by members of the County Executive.
On January 25th, 2024, the Environment and Land Court found Mr. Analo Akivaga (Acting County Secretary), Stephen Gathuita Mwangi (CECM-Nairobi County), Stephen Mwadime, Richard Mumo, and Fredrick Ochanda (all Senior Officers at Lands and Urban Planning) in contempt of court orders for failing to halt ongoing construction on Taza Lane, Parklands.
In his defense, CEC for Housing and Urban Planning Stephen Mwangi said that the developer, Ameey Homes, had ‘overwhelmed them’.
“We have exhausted all avenues to stop illegal constructions, let the National Government intervene,” Mwangi is quoted to have said.
“Vertical slums coming up thick fast in the estates of Kileleshwa, Kilimani and Lavington. Original homes have nowhere to hide. Cityhall is to blame for ignoring estate zoning,” City resident Hillary Mageka complained on facebook.
“The County Secretary has violated the zoning rules. He has been sending sub-county officials to approve structures without involvement of residents,” Alai posed.
