It is a tragic end for former Clerk of the Nairobi City County Assembly Jacob Ngwele.
On Friday, Edward Gichana was sworn in and gazetted the same day as the Clerk of the Nairobi City County Assembly.
His swearing in ends the chaotic reign of Jacob Ngwele.
Since 2014, Ngwele has been fighting off attempts by MCAs to kick him out of City Hall after his name was never tabled and formally approved as the Clerk of the largest County Assembly in Kenya.
In gazette notice number 5072, of 24 July 2020, MCAs and members of the Public were formally notified that there is a new clerk at the Assembly.
Ngwele was declared a stranger at the precincts of Nairobi City County Assembly.
If he dares storm City Hall, he risks being arrested.
“Pursuant to Section 18 (1) of the County Assemblies Services Act, 2017, the Speaker and Chairperson of the Nairobi City County Assembly Service Board notifies the Assembly and the general public that Edward Ombwori Gichana has been appointed clerk of the assembly and secretary to the City County Services board with effect from 23 July.” The Gazette notice reads.
On July 1st, the EACC wrote to Elachi saying that after months of investigations, it was discovered that Ngwele illegally drew allowances from the Assembly thus embezzling taxpayer’s money.
The investigations came after it was reported to the commission that he was drawing allowances higher than the attributable of the office of the clerk of the County Assembly contrary to the regulations provided by the SRC.
“Ngwele drew extraneous allowance of kshs 28,000 from September 2015 without approval from the salaries and renumeration commission and the earned allowance as at April 2019 stood at kshs 1,232,00.We advise that all the extraneous allowances earned by Mr Ngwele without approval of the salaries and Renumeration commission should be recovered in full,” EACC CEO Twalib Mbarak said.
The EACC conducted the investigations between October 2018 and May 2019.
The former clerk now faces arrest by EACC and arraignment in Court over corruption.
