Nairobi MCA’s have voted out Clerk Jacob Ngwele and appointed Monica Muthami as the acting Clerk.
On 30th October, the Nairobi County Assembly Service Board appointed Muthami to the office of the clerk in acting capacity.
The reps also formed an adhoc Committee to investigate the procedure used to appoint Ngwele.
Ngwele was accused of sabotage, impunity and “human trafficking”.
The committee was formed after the Board led by former acting Speaker Chege Mwaura was disbanded by Speaker Beatrice Elachi.
The motion was moved by Nominated MCA Kabiro Mbugua and seconded by Makongeni Ward rep Peter Imwatok.
While bundling Ngwele out of City Hall, the reps resolved to revoke his appointment citing gross violation of Section 18(2) of the County Assembly Service Act, 2017.
Ngwele had earlier been sent on a one month compulsory leave by Elachi.
He was reinstated by the Court after he filed a petition.
However, angry MCAs accused him of “highhandedness” and revoked his appointment saying he had never been vetted and approved.
The MCAs then locked his office.
The Ad Hoc Committee consists of eleven members chaired by Nominated MCA Kabiro Mbugua and Nyayo Highrise MCA Kennedy Oyugi as the Vice chairperson.
Later, Ngwele rushed to court again and filed a petition to dissolve the new County Assembly Service Board that had been gazetted by speaker Elachi.
He lost as the court ruled in favor of Elachi.
The Nairobi County Assembly Service Board consist of Speaker Beatrice Elachi as the chairperson, Maringo Hamza Ward rep Mark Ndung’u as the Vice Chairperson from the Majority party and Nairobi West MCA Maurice Gari as a member representing the minority party.
The newly appointed interim Clerk Monica Muthama is the secretary of the Board.
The legislators have over the last two months been embroiled in leadership wrangles.
Kayole Central Ward rep Jeremiah Themendu popularly known as ‘More Fire’ welcomed back Speaker Elachi and vowed to work together despite the past strained relations.
He congratulated the newly elected Jubilee party leaders led by the Majority leader Charles Thuo the Ward rep for Dandora II Area, Millicent Mugadi Ward rep for Ziwani/ Kariokor as the Deputy Majority leader, Nominated MCA June Ndegwa as the Chief Majority whip deputized by California ward rep Abdikadir Hassan.
