A section of Nairobi City MCA’s have accused Clerk Jacob Ngwele of awarding non-MCAs with foreign trips.
The reps said the Clerk has been helping several people who are not MCA’ s get Visa’s and join MCA’ s in their bench marking trips.
They said this is “abuse of office” and “waste of tax payers money”.
The reps have also gobbled millions of tax payers money in endless and non-useful foreign trips.
In the past, the Auditor General and Controller of budget have called for an end to these trips.
Addressing a press conference at a Nairobi Hotel, the reps showed Hot News a letter written by Ngwele to the British High Commission in Nairobi requesting for Visas for MCAs and several other individuals who are not MCA’s.
The letter addressed to the head of Consular requested for Visas for Abass Ibrahim Khalif, Daniel Mutiso and Guyo Sankala who accompanied several MCAs to London.
The Reps visited London on 25th August to 31st.
The letter claimed they had been invited by the Councilor of Forest Hill to visit the London Borough of Lewisham.
“The Nairobi City County Assembly and the London Borough of Lewisham have had positive, successful meetings which have helped members acquire firsthand knowledge, experience as well as adopt best practices in matters pertaining to the economy, governance and legislative systems that yield positive results,” Ngwele wrote to the Head of Consular services.
He said the Assembly will cater for the travel and living expenses.
The Clerk requested the Head of Consular to issue Visas the 6 MCAs and 3 non-members.
In the letter, Abass Khalif was listed as a member of the Executive.
Dandora II MCA Charles Thuo said Abbass is not an MCA nor a member of the executive.
“What did Abass go to do in London? Did his visit help City residents?” Thuo posed.
“I want to urge Ngwele to cease engaging in political wars, he’s looting money from right, left and center. I want to assure Nariobian’s that this is coming to an abrupt end soon,” Thuo said.
During Governor Evans Kidero’s tenure, Abass was his confidant -he was associated with several garbage collection firms including Sifa Cleaning and Bins company run by one Peter Hongo.
Sifa Bins was awarded a shs 2 billion garbage collection tender in 2015 by the Kidero administration.
It was to collect garbage exclusively in zone 7.
Zone 7 covered Lavington, Kileleshwa, Milimani, University of Nairobi, Uhuru Park, State House area, Community, Hurlingham, Kilimani, Kangemi, Naivasha Road off Ngong Road, Riverside, Chiromo, Mzima Springs, Thompson estate, Westlands, Mountain View, Waiyaki Way and Muthangari.
Peter Hongo is a former business development manager at Mumias Sugar Company.
Observers at City Hall wonder how Abass managed to come back to City Hall corridors after the fall of Kidero in 2017.
Many people expected Abass to be a political orphan after Kidero existed-but he has managed to metamorphosize into a Political demigod at City Hall.
