Riruta MCA James Kiriba has been bundled out of all Committees at City Hall after he tabled a motion in the County Assembly to have NMS return transferred functions to City Hall.
On Wednesday, Kiriba tabled a motion for the establishment of a transitional oversight committee for the reversal of functions that were transferred to NMS.
Majority Whip Paul Kados who is also the Mihang’o MCA went ahead and punished the MCA for the move.
James Kiriba, he will end up carrying home very little money since most reps depend on the committees.
Most MCAs have car loans and mortgages which they service monthly.
Kados wrote to Kiriba on Thursday saying that the Party leadership did not clear the motion and that he has gone against the Jubilee party rules and regulations.

On 25th February 2020, the National Government Grabbed-Community Health Services, County Transport Services, County Public Works, utilities, and ancillary services; and County Government Planning and development from Governor Mike Sonko.
While giving away the functions at State House Nairobi, Sonko said he was “inebriated and did not know what he signed away”.
He blamed State House functionaries for the “Coup in Nairobi”
“Acknowledging that the said transfer agreement was effected via Gazette Notice No. 1605 dated 25th February 2020 that would see the National Government execute the said functions for an initial renewable period of 24 months from the date of execution; further acknowledging that from the date of execution, being 17th March 2020, the agreement unless otherwise terminated, shall be in force until March 2022,” Kiriba said in his motion.
He said that realizing the need for the County Government to commence transitional engagements on reversal of all the transferred functions in anticipation of the end of the Deed of Transfer, there should be established a Transitional Oversight Committee for the reversal of the Transferred Functions.
Kiriba said the transitional authority should include The Leader of the Majority Party, Minority Party, and their whips.
He also said that the Chairpersons of the six sectoral committees oversighting the transferred functions should be included.
The committees are Water and Sanitation, Environment and Natural Resources.
Transport and Public Works; Planning and Housing and ICT and Energy.
He also said that the three Members representing; the youth, women and Persons with Disability from amongst Members of the County Assembly should join the committee.
The Kabiria MCA said the committee should examine the measures put in place by the Executive Sectors whose functions were transferred in anticipation of the reversal of the transferred functions.
The committee will access the readiness by the executive to receive back the transferred functions.
“Examine all the assets and liabilities under the National Government from each sectors and plans put in place for handing over; Oversight on the guides and modalities that would guide towards the reversal of the transferred functions back to the County Government, including pending developments,” he said.
He said the Committee should report to the County Assembly with a Comprehensive Report within four months from the date of establishment of the Committee on the preparedness, modalities, assets, and liabilities from the Nairobi Metropolitan Services (NMS) – being the donor entity and the Nairobi City County Government –being the recipient entity.
