City reps from the Transport and Public Works committee on Tuesday summoned the County Parking Director Tom Tinega for “overstepping his mandate”.
They said Tinega has twice snubbed summons.
The Committee chairperson Joyce Muthoni said Tinega is among officers from the executive expected to explain the state of Nairobi County loading and offloading zones.
Roads CEC Hittan Majevdia and his Chief officer Sammy Muthama attended the meeting.
Dandora Area II MCA Silas Matara asked the officers why unauthorized persons at times allocate loading zones.
Umoja I Ward rep Mugambi Mark Macharia popularly known as Ronaldo said Tinega is part of the cartels in the Matatu industry since Governor Evans Kidero’s regime.
“Tinega has the audacity to arrest motor vehicles and transfer officers without consulting his Seniors. He has also been increasing tariffs without consulting the transport committee,” said Ronaldo.
Utalii Ward rep Wilson Ochola said Tinega was overstepping his mandate by giving letters of approval for loading and offloading zones.
Tinega rubbished the MCAs claims and said the summons have never reached his office.
He said he will honor the next summonses once the letters reach his office.
He said he has no capacity to raise parking fees since increase in parking is done during the budget making process.
He added that during last year budget making process, it was agreed that parking be raised to shs 400.
The court halted the changes and retained initial parking fee of ksh 200 per day.
Muthama said loading and offloading zones are given to financial institutions, large retailers and courier vehicles.
Majevdia said designated loading and offloading zones vary from time to time as demand is customer driven.
He also added that it’s the role of the chief officer to allocate loading and offloading zones.
