A clique of Jubilee MCAs from Nairobi County Assembly plan to pocket part of shs 1.5 billion allocated for development in the 2020/2021 financial year.
The well-connected reps are reportedly planning to buy a building in the City Centre and broker a deal that will see them pocket millions.
Insiders at City Hall told Hot News that the reps plan to buy either St Ellis building opposite City Hall on Wabera street or Lonrho House which is between Standard Street and Kaunda Street.
According to the 2020/2021 appropriation bill, the Nairobi City County Assembly has been allocated a total of shs 1.5 billion for development.
In the last financial year, the Assembly was allocated shs 2 billion.
Insiders said the reps plan to buy one of the buildings and ensure that they cash in before their term expires.
In the past, the reps had mooted plans to put up a multi- million administration block which was to have an underground parking lot.
They had planned to put up the building at the Parking lot adjacent to the Supreme Court.
However, insiders said the Supreme Court declined to release the title deed.
“Alternatives were sought, currently there are plans to purchase one of the prime buildings in town. The building will house offices for all the elected 85 ward reps and their nominated Counterparts,” said a rep who requested anonymity.
However, some reps questioned the timing of purchasing the building.
They said some influential reps are pushing for the purchase of one of the buildings to get campaign cash for the 2022 elections since some have declared they will contest for MP positions.
When reached for comment on how the plans were going on, the Speaker of the Nairobi County Assembly Benson Mutura did not respond.
According to insiders, influential Jubilee reps are pushing the Nairobi County Assembly Service Board to purchase one of the buildings.
The County Assembly service board is the body charged with carrying out development and running the Assembly.
Apart from the Speaker Benson Mutura, its other members are Catherine Akoth, Charles Thuo, Fatuma Affey and Willis Oluoch.
However, the board is reportedly a “stooge of the current Jubilee leadership in the Assembly”.
The Jubilee leadership in the Assembly comprises of Majority leader Abdi Guyo, his deputy Peter Wanyoike, Majority Whip Paul Kados and his deputy Waithera Chege
“The Board has been held ransom and can’t do anything. If they do not act, individual members are threatened with removal from the Jubilee leadership,” said a rep who requested anonymity.
Majority leader Abdi Guyo did not respond to queries when asked if the allegations that they plan to buy one of the buildings and if they are also holding the Board at ransom.
