Nairobi County Assembly Clerk has allegedly met Clerk Assistants and instructed them to paralyze operations at the Assembly.
It’s believed Clerk Jacob Ngwele is opposed to the return of Speaker Beatrice Elachi and is out to sabotage her.
A Clerk Assistant who requested anonymity said the meeting was held at a Nairobi Hotel within the CBD on Tuesday.
“He asked us to help him smuggle crucial documents out of the Assembly,” said the Clerk Assistant
He added that two of them were tasked with getting him the votes and proceedings together with the Hansard of the Assembly from 2014 to date.
It is presumed that Ngwele wants to tamper with the records and insert his vetting by the Assembly to sanitize his recruitment.
Ngwele has never been formally vetted and approved by the Assembly despite serving as the Clerk since 2013.
The Standing Orders and the County Assembly Service Act of 2017 require that one is vetted and approved by the Assembly in order to serve as a Clerk.
“I don’t need to be approved when I am the Clerk. Those are just usual propaganda. Those who think I am illegally in office – are also illegally in office since they were sworn in by an illegal person. They should go to court,” Ngwele told Hot News.
The County Assembly ICT team has reportedly been told to tamper with the Website and destroy important documents and files uploaded on the site.
This comes three days after Nancy Mutai, the principal Human resource officer and Rashid Senje a Serjeant at Arms were arrested for breaking into Ngwele’s office and stealing documents and laptops.
Its alleged the break-in was to cover up for graft at the Nairobi County Assembly.
Ngwele is also under investigation for “trafficking” people to the UK by forging travel documents claiming that they are senior officers from City Hall and have to accompany MCA’s in their trips.
Section 6 of the counter trafficking in persons act 2010 (revised 2012) states that “a person who knowingly misrepresents any facts for purposes of facilitating the acquisition of travel documents or fraudulently obtains any document from government agencies in order to assist in the commission of an offence of trafficking in persons commits an offence and is liable to imprisonment for a term of not les than 10 years or to a fine of not less than shs 10 million or both. Upon subsequent conviction to imprisonment to a term of not less than 10 years without the option of a fine,”
It is also claimed that the Clerk has instructed staff of the Assembly to go on a go slow and paralyze Assembly operations.
Ngwele together with embattled Matopeni MCA Abdi Guyo are opposed to the return of Speaker Beatrice Elachi to City Hall.
Elachi returned to City Hall last week after a year out.
She had been impeached by MCAs but latter reinstated by a court order.
