Away from the public limelight, the fight at the Nairobi City County Assembly is getting ugly and uglier each passing day.
On Tuesday, City MCAs passed a motion to remove the Assembly Clerk from office.
The motion was tabled by Nairobi West Ward MCA Maurice Gari.
The reps said they resolved to revoke Ngwele’s appointment as the clerk of Nairobi City County Assembly on grounds of gross violation of Section 18(2) of County Assembly Service Act.
(2) The name of a person nominated by the Board for appointment as the Clerk of the county assembly shall be submitted to the county assembly for approval in accordance with the Standing Orders of the county assembly.
“The name of Jacob Ngwele was not tabled on the floor of this house for approval. Ngwele is illegally in office,” Gari said.
Nyayo Highrise Ward Rep Kennedy Oyugi said impunity, human trafficking, nepotism and arbitrary suspension of County Assembly staff will end with the exit of Ngwele.
Ziwani MCA Millicent Mugadi said they have been working with an intruder who is not interested in MCAs welfare.
Mugadi regretted that Ngwele whom she termed as a stranger has been in -charge of a budget of more than shs 1.4 billion since 2013.
Nominated MCA June Ndegwa said Ngwele is an “imposter” covering up corruption and not ready to vacate office.
June called on the Judiciary to substantiate if Ngwele is the legitimate Clerk of Nairobi City County Assembly.
She said previous attempts to oust Ngwele have been unsuccessful.
Ndgwa said all cases filed in court by Ngwele have been heard and ruled by one Judge.
Dandora Area II MCA Charles Thuo called on qualified City residents to apply for the position.
Thuo said that the Assembly is a House of procedures and if Ngwele is interested, he should also apply.
Thuo said he will be considered for the position.
Two weeks ago, Ngwele was suspended by Speaker Beatrice Elachi to pave way for investigations into corruption and insubordination.
However, Ngwele rushed to court and obtained court orders barring his suspension.
On Thursday last week, the Clerk resumed office, but some MCAs forcefully evicted him from office.
The reps said Ngwele was escorted to City Hall by Police officers not accredited to provide security at City Hall.
The MCAs said the officers might be a threat to them as they are strangers in assembly precincts.
After adopting the motion, MCAs changed locks to Ngwele;s office and nailed several planks of wood to the doors.
They also send away his secretary.
