MCAs at the Kajiado County Assembly probing the impeachment motion halted the proceedings five times after the petitioner broke into tears for failure to answer questions on his allegations.
The MCAs were forced to calm him down and request that he prosecutes his case without being personal which was raising his emotional stability to unpredictable levels.
The 11-member committee chaired by Keekonyokie MCA Amos Sholoi (Jubilee) also cautioned the petitioner against maligning the institutions and individuals he was naming in a trail of libelous allegations that bordered on financial improprieties.
His first trouble with MCAs came early when they cautioned him against pre emptying the questions they wanted to ask him.
They were irked by what they said was rudeness after he told them it was not important for them to know his status of employment with the County Government.
” It is not important for you to know. I came here as a citizen of Kajiado,” Naini responded.
He also irked MCA’s when he said,” I know the next question that you want to ask.”
This prompted Majority Leader John Loisa to call him to order.
” You are overthinking on the questions we want to ask you. You don’t know them. Just answer our questions,” blurted Loisa.
Another dose of the petitioner’s arrogance came when Sholoi posed why he has been grossly maligning individuals, some of them his former colleagues.
He shockingly retorted, “They know where they can file for defamation.”
At the intervals he broke into tears, Sholoi called for time off, attracting murmurs from MCAs and members of the public at the gallery on whether he was emotionally stable.
” You are very personal and emotional. Just calm down. Just prosecute the matter as the burden of proof is on you not us,” posed Minority leader Isaac Kiresian (Magadi).
The MCAs were also treated to a cocktail of petty allegations.
Naini came face to face with Him Peninah Nchuru after she questioned him why he was bringing the matter of fresh vetting of Executives when the matter was already active at the Kajiado High Court.
“Are you aware this matter is at Kajiado Law Courts?” Asked Nchiru.
Naini responded, “I am not aware!”
Some of these include;
(i) Governor Lenku re-appointed executives without vetting them afresh.
(ii) A 63-year-old retired chief was appointed in the office of the Governor as an administrator.
(iii) Dams worth Sh 200 million were budgeted for but they were not done and the money was diverted. MCAs outrightly asked him for evidence which he lacked.
(iv)That a commercial bank was not remitting workers pension funds and that they were being diverted. MCAs termed this as “hearsay and impossible” with such a reputable institution.
In conclusion, Naini begged the Committee to file a motion of impeachment on his behalf and the people of Kajiado because he could not as he was not an MCA.
I urge you to take it up and bring it before the Assembly. I rest my case,” he pleaded before breaking into his last bout of tears.
