Busia County Assembly has shot down a motion seeking the establishment of County Youth Service.
The motion was moved by nominated MCA Nancy Okademi.
MCA,s who opposed the motion said the youth service was a replica of the National Youth Service.
Others were of the opinion that the youth need employment and not free services.
Some claimed that the youth have degrees, masters and PhD hence they shun small jobs and are seeking white collar jobs.
Okademi said she is saddened by members’ move to shoot down her motion.
She said it’s not a replica of the NYS.
The Wiper Party nominated member while moving the motion said article 55 of the constitution requires the government to take measures, including affirmative action programs, to ensure that the youth access relevant training, have opportunities to associate and participate in political, social, economic and other spheres of life as well as access to employment.
She said many youths in the county are unemployed.
She was proposing that the County Youth Service tasks devolved under the Fourth Schedule of the constitution.
They include fire-fighting, county sanitation services and deployment during county disasters and emergencies.
Members had debated the motion on Tuesday before it was put to vote; Deputy Speaker Lawrence Okaale who chaired the session was forced to adjourn the sitting to resume on Wednesday after it ended in a stalemate with seven members in support and seven opposing.
The ayes carried the day when the near full house reconvened on Wednesday.
