County workers across the Country should brace for tough times if the Senate will not solve the Division of Revenue impasse that has paralyzed operations in the 47 counties.
Several Governors have said they are in a catch 22 situation after Senators failed to agree on the Division of revenue bill.
The bill proposes that revenue in Counties be distributed based on the population size.
If passed, less populous Counties will lose and the populous one’s gain.
“My Government will be able to pay employees the salary for the month of September; 2020, If the status quo will remain; by October I will have no option but to have all departments including health, Roads and water closed and employees may be ordered to go home,” Busia Governor Sospeter Ojaamong told his workers.
The Governor said people want to see the fruits of devolution including drugs, water, and better roads, but the Senate has become a stumbling block.
He regretted that Busia County received last year’s disbursement of Sh1billion in June 2020, which his government cannot spent until the preparation of a supplementary budget.
Ojaamong said Busia has also not received any disbursement for this financial year since June 2020.
He was addressing mourners during the burial of Mama Teresa Adeng’ero, 94, at Chamasiri village and Mama Sabela Ajilit Ojakapel, 96, at Kocholia, in Teso North Sub County.
Mama Teresa was the mother to Busia County Director of Medical Services Dr Janerose Ambuchi and mother in-law to veteran Journalist Reuben Olita.
